The regulations on cigarette packaging in Mexico are primarily governed by the 2008 General Law for Tobacco Control (Ley General para el Control del Tabaco) and its implementing rules introduced in 2009.
Over time, these laws have been revised to strengthen public health protections, with the most recent updates taking place in 2022–2023.

Health Warnings
- All cigarette packs must carry graphic health warnings approved by the Ministry of Health.
- Each set of warnings includes 4 different messages and must be rotated every 6 months (source).
- Size requirements:
- Front – at least 30% of the surface.
- Back – 100% coverage.
- One side panel – 100% coverage, including either an image or a short text warning.
Packaging Content and Labeling Requirements
- Both individual packs and outer packaging (such as cartons and boxes) must display health warnings and ingredient/emission information (source).
- All labeling must be in Spanish and must remain fully visible—no folding, covering, or moving that would hide the information (source).
- Tax stamps, barcodes, or any other marks must not cover health warnings (source).
- Manufacturers must disclose the ingredients, additives, emissions, and their health risks. This information must be submitted to the Ministry of Health and made public—such as in newspapers or on the company’s website.
Ban on Misleading Descriptions and Promotion
- It is prohibited to use any words, symbols, or trademarks that may give the impression of reduced harm—such as “low tar,” “light,” or “mild.”
- Packaging must not suggest any health benefits or contain information that could mislead consumers.
Marking Statement and Market Restrictions
- All product packaging must display the statement: “Para venta exclusiva en México” (For sale exclusively in Mexico).
- All labeling and health warnings must be in Spanish, presented clearly and easy to read.
Packaging Rules for Non-Combustible Products
- The new regulations cover non-combustible tobacco products such as e-cigarettes and heated tobacco sticks. They require similar graphic health warnings, full content disclosure, and secure, sealed packaging. Packages must also display the warning “Producto prohibido para menores de edad” (Sale prohibited to minors).
- The law also bans the manufacture, sale, distribution, and promotion of these products.
